This is, almost exactly, what is happening in corporate learning today.

Organizations worldwide spend over $380 billion annually on training and development. Learning Management Systems hum with activity. Dashboards light up with green checkmarks. Completion rates climb. End-of-course surveys return satisfying scores. From the outside, everything looks like progress.

And then someone asks the uncomfortable question.

According to LinkedIn's Workplace Learning Report, only 8% of CEOs say they can see the business impact of their organization's L&D programs. Not 50%. Not 30%. Eight percent. That means 92 out of every 100 senior leaders — the people ultimately responsible for workforce performance — cannot tell whether the training their organizations fund is making any difference at all.

This is not a technology failure. It is not a budget failure. It is a measurement failure — a profession-wide habit of tracking the wrong thing with impressive precision.

The metric at the center of this problem has a deceptively innocent name: completion.
For decades, knowing that a course was finished felt like enough. It was neat. It was auditable. It gave L&D something concrete to report and gave leadership something easy to approve. But completion was never really a measure of learning. It was a measure of attendance — and somewhere along the way, the two got quietly conflated.

The world has changed. The skills required to do most jobs now have a half-life of 18 to 24 months, according to the World Economic Forum. What someone learned in a course last year may already be obsolete. The pace of change in how work actually gets done — accelerated by AI, shifting market conditions, and organizational complexity — has made the gap between completing training and being capable of performing far wider than it has ever been.

Yet in most organizations, the checkbox remains the measure of success.

This article is about why that needs to change — what completion metrics miss, what better measurement looks like, and why the shift from tracking activity to understanding capability may be the most important evolution in L&D right now.

This article draws on ongoing research by CommLab India in collaboration with Lancaster University, exploring how AI is reshaping workplace learning across large organizations. Observations are based on anonymized conversations with learning leaders navigating these shifts in practice.

The Comfort of Completion

Completion metrics have always had a certain appeal.

They are easy to generate. Easy to report. They produce a clean, unambiguous signal: something happened. A course was assigned, a learner clicked through it, the system logged it. For years, in environments built around content coverage, compliance, and consistency, this was a reasonable proxy for learning activity.

The problem is that we are no longer in that environment.

The half-life of professional skills has shrunk to 18 to 24 months, according to the World Economic Forum's 2025 Future of Jobs Report. The implication is stark: a completion certificate from last year tells an organization almost nothing about what an employee can do today. Skills expire. Contexts shift. And the checkbox that once signaled readiness now signals only that something was once watched or clicked.

Yet the metrics persist. In a recent industry survey by eLearning Industry, 54% of L&D departments still rely primarily on course completion rates, and 45% lean heavily on learner satisfaction surveys. As one senior L&D strategist put it plainly: "L&D tends to report what's easy to track, like attendance — but this doesn't resonate with executives who care about solving business problems."

The metric has become comfortable. The insight has become shallow.

The Widening Gap Between Completion and Capability

Across the organizations we have spoken with, a consistent pattern emerges: people complete courses, but their ability to perform in real situations does not improve in a corresponding way.

This is often mistaken for a content quality problem. It rarely is.

The more accurate diagnosis is that completion and capability are simply measuring different things. Completion measures exposure. Capability requires demonstration. And the gap between those two things — between knowing something and being able to do it under pressure, in context, with real stakes — is precisely where most corporate training quietly fails.

Only 13% of organizations currently measure the ROI of learning in ways that genuinely reflect business outcomes, according to 360Learning's analysis of L&D metrics. The gap between what L&D tracks and what the business actually cares about has never been wider.

When Learning Moves Closer to Work

The rise of simulation-based, scenario-driven learning is not simply a pedagogical preference. It reflects a fundamental rethinking of what learning is for.

As learning experiences are designed to replicate the conditions of real work — difficult conversations, time-pressured decisions, ambiguous situations without clear right answers — the question of measurement changes accordingly.

It is no longer enough to ask: Did the learner finish?

The question becomes: How did the learner perform within the experience? What decisions did they make? Where did they hesitate? Did their behavior improve over repeated attempts?

This creates a different kind of data problem — not a deficit of data, but a need for data of a different type.

What Simulation Data Reveals

One of the more consequential developments enabled by AI-powered learning environments is the ability to capture behavioral data inside the learning experience itself.

In simulation-based training, learners are not passive. They make choices, respond to shifting conditions, and navigate scenarios that adapt to their decisions. Each of those interactions generates a signal — not just whether something was completed, but how it was approached.

This matters. Research from organizations deploying AI-powered simulations has produced striking results: in one large enterprise deployment, simulation-based training produced a 21% increase in skill performance and a 97% reduction in simulated errors. In sales contexts, analytics from the Learning and Performance Institute have shown that employees who engaged deeply with specific sales simulations outperformed their peers in real sales conversations by 30%.

These are not marginal gains. They point to something that completion data simply cannot reveal: the relationship between how someone practiced and how they ultimately performed.

What simulation data begins to surface includes:

  • Decision-making patterns — how learners respond under different conditions and what choices they default to under pressure

  • Consistency of responses — whether behavior improves across repeated attempts, or whether early errors persist

  • Areas of hesitation — where learners slow down, avoid, or struggle

  • Adaptability — how learners adjust when scenarios shift mid-experience

Individually, these signals are interesting. Aggregated across a workforce and tracked over time, they begin to resemble something more powerful: a picture of organizational capability, not just organizational activity.

From Completion Analytics to Capability Analytics

As these richer data sources become available, a broader shift begins to take shape.

The framing most likely to endure is a move from completion analytics to capability analytics — and it is more than a terminology change. It represents a different theory of what learning measurement is for.

This shift is increasingly visible in how leading L&D functions are restructuring their data practices. Real-time dashboards, behavior analytics, and performance tracking are replacing the end-of-course report as the primary instrument of insight. The LinkedIn Workplace Learning Report 2025 notes that 71% of L&D professionals are already exploring or integrating AI into their work — often precisely because AI makes this kind of richer measurement feasible at scale.

Gartner observes that nearly every enterprise learning function is now moving toward skills-based workforce planning, though only 15% currently do so in a systematic way. The infrastructure is beginning to exist. The cultural and methodological shift is still catching up.

The Challenge of Causal Impact — and Why Honest Measurement Beats Perfect Measurement

Even with better data, one tension remains genuinely difficult: causality.

Did the simulation training cause improved performance? Or did the same people who sought out simulation training also perform better for other reasons? These questions do not have clean answers, and AI does not resolve them.

What AI does provide is more productive ground on which to approach the question.

Comparing performance trajectories before and after simulation-based practice, analyzing patterns across cohorts exposed to different learning designs, linking learning records to operational performance data in real time — these approaches do not yield certainty. But they produce contextually meaningful evidence rather than the near-meaningless correlation between completion rates and vague impressions of learning value.

The practical shift is from proving impact in absolute terms to understanding contribution in contextual terms. This is a more honest framing, and arguably a more useful one. It positions L&D as a function that generates insight about organizational capability, rather than one that generates reports about training consumption.

The Risk of Measuring What Is Easy

There is a structural reason completion metrics persist despite their limitations: they are simple, they fit neatly into existing systems, and they produce clear numbers that can be reported upward without much interpretation.

This simplicity is not neutral. It shapes behavior.

When the primary metric is completion, the incentive is to design learning that gets completed — not necessarily learning that changes behavior. When satisfaction surveys dominate evaluation, the incentive is to produce experiences that feel good in the moment, regardless of whether anything transfers to the job. When dashboards show coverage but not capability, gaps can hide comfortably behind green checkmarks.

The risk is real and documented. Research cited by 360Learning found that 92% of business leaders report failing to see clear evidence of the impact of learning initiatives. That is not primarily a communication failure. It is a measurement failure, and it has strategic consequences: according to the LearnOps Industry Report (2024), 33% of organizations do not measure L&D success at all, leaving substantial training budgets entirely unaccountable to leadership.

Measuring what is easy, rather than what matters, is not a neutral choice. It shapes what gets designed, what gets funded, and ultimately what gets learned.

What L&D Teams May Need to Rethink

None of this means abandoning completion metrics. They still carry value in specific contexts — mandatory compliance training, onboarding sequencing, coverage tracking for regulated industries. The argument is not against tracking completion. It is against treating completion as sufficient.

The shifts that are becoming necessary are not technical tweaks. They are changes in how L&D functions think about their role:

  • Combine completion data with performance data. Move beyond single metrics. A learner who completed the course and a learner who completed the course and demonstrated improved decision-making in simulation are not the same, and the difference matters.

  • Design learning experiences that generate meaningful data. Simulation and scenario-based experiences are more than pedagogy — they are data infrastructure. The choices made in their design determine what is measurable.

  • Focus on patterns and trajectories, not isolated scores. A single post-course assessment reveals little. The question of whether behavior is improving over time, and under what conditions, requires longitudinal data.

  • Integrate learning data with business performance data. This is where the most important insights live — and it requires crossing organizational silos that L&D rarely crosses. It also requires relationships with business leaders built on shared definitions of success, not just compliance with training mandates. IHG Hotels & Resorts offers a useful model: their L&D team built measurement frameworks starting with the question, "What metrics do we want a general manager to influence?" — anchoring learning design in business outcomes from the outset.

  • Build capability in data interpretation within L&D teams. Data is only as useful as the ability to read it. Many L&D functions that invest in better measurement infrastructure lack the analytical capability to use it well.

These are not small changes. They require new partnerships, new tools, and a willingness to be accountable to outcomes that are harder to claim than a completion rate.

Measurement Needs to Catch Up with Learning

The central tension is not technical. It is conceptual.

Learning is evolving — toward practice, toward performance, toward experiences that are designed to change how people act rather than simply inform what they know. The measurement frameworks used to evaluate learning have not kept pace.

Completion was a useful signal in a content-driven world. In a performance-driven world, it is a partial indicator at best, and a misleading one at worst.

The organizations making the most progress are those combining AI-powered learning, genuine career development, and measurement frameworks built around demonstrable outcomes — not just participation records. The LinkedIn Workplace Learning Report 2025 identifies this combination as the defining characteristic of high-performing learning functions. Donald Taylor's 2025 L&D Global Sentiment Survey reinforces this, noting that value measurement has returned to the top of the L&D agenda for the first time in years.

The challenge now is not to discard existing metrics, but to build something alongside them that reflects what learning has become: a capability-building function, measured by the capabilities it builds.

Because ultimately, what organizations need to understand is not just whether learning has been completed.

It is whether it has made anyone genuinely better.
